The Asia-Pacific Broadcasting Union (ABU) urges WIPO member states to take decisive steps towards the adoption of the proposed WIPO Broadcasting Treaty by 2026. This treaty is essential to ensuring that broadcasters in the digital age receive the necessary legal protections against unauthorized signal piracy and misappropriation of content.

 

The rapid advancements in artificial intelligence (AI) and digital technologies have transformed the broadcasting landscape, presenting both new opportunities and challenges. AI-driven content creation, deepfake manipulation, and evolving online distribution methods have heightened the risks of signal theft and unauthorized retransmissions. Without a robust updated international framework, broadcasters face increasing economic and reputational harm.

 

For decades, broadcasters have played a critical role in delivering trusted news, educational content, and entertainment to global audiences. The proposed treaty will safeguard their ability to invest in high-quality programming and adapt to technological innovations. We commend WIPO and its member states for their continued progress and urge all stakeholders to accelerate negotiations for a final agreement.

 

The ABU calls upon governments worldwide to recognize the urgency of modernizing broadcasting rights protection in a rapidly evolving digital era and to adopt the WIPO Broadcasting Treaty without delay.
